Energy Efficiency Standards for Submersible Pumps: Europe vs. China – A Must-Read for Exporters

As global markets push toward greener and more energy-efficient technologies, submersible pump manufacturers must stay aligned with regional standards—especially when exporting. Europe and China, two major markets, both enforce strict energy efficiency regulations, but their approaches and metrics differ, and understanding these differences is critical for exporters.

European Standards: Strict, Binding, and Ecodesign-Oriented

In Europe, submersible pumps are regulated under the EU Ecodesign Directive (2009/125/EC). This directive sets Minimum Efficiency Index (MEI) requirements for water pumps. As of the latest updates, standard clean water pumps must meet MEI ≥ 0.4 to be sold in the EU. Although these rules currently focus more on horizontal pumps, pressure is growing to include submersible and wastewater pumps under future regulations.

Key elements include:

  • Focus on reducing lifecycle energy use

  • Mandatory product labeling and documentation

  • Increasing importance of Life Cycle Cost (LCC) evaluations

  • Application of ERP (Energy-related Products) requirements

China's Standards: Rapid Development and Local Adaptation

China has implemented GB (Guobiao) Standards which include energy efficiency grades (1 to 3, with Grade 1 being the most efficient). The most relevant standard for submersible pumps is GB 32031-2015: Minimum Allowable Values of Energy Efficiency and Energy Efficiency Grades for Submersible Pumps.

Key differences from the EU:

  • The standard uses efficiency grading, not MEI

  • Testing procedures may differ in terms of conditions and load points

  • Some plastic or small-capacity pumps are not yet covered

  • Energy labeling is not mandatory for all categories, but enforcement is tightening

Exporters need to pay attention to certification systems such as CCC (China Compulsory Certification) and voluntary energy efficiency labeling, which are gaining traction.

What Exporters Should Know

If you're exporting submersible pumps:

  • Align with the target market’s testing and documentation requirements

  • Be aware of motor efficiency, hydraulic design, and system-level energy usage

  • Consider dual-certification or modular product designs to meet both markets

  • Partner with local compliance agencies for pre-certification testing
